Objective<\/h3>\n

In October 2022, Sivan Design commenced ANAMGIS \u2013 Anambra State GIS and Land Information System, a project with the objective to modernize and automate the land administration processes, and clean and organize the land records.<\/p>\n

The project has two main goals \u2013<\/p>\n

    \n
  • Increase the security of the land tenure.<\/li>\n
  • Increase land related revenues for the state.<\/li>\n<\/ul>\n

    Project Description<\/h3>\n

    The project included the following main activities –<\/p>\n

      \n
    1. Carry out an Institutional Assessment in order to streamline processes and workflows, assess existing legal framework, enhance land records management, determine the human resource capacity required and determine the operational environment requirements.<\/li>\n
    2. Review of the old Land Information Management System in order to comprehensively identify system inadequacies.<\/li>\n
    3. Design and develop a new and modern Land Information Management System (ANAMGIS) which is based on GeoERP and consists of several integrated modules, among them \u2013\n
        \n
      • Leases and titles (first registration) processing and issuance module.<\/li>\n
      • Registration module for registration of subsequent transactions such as deed of assignment, mortgage, deed of sub-lease, registration of caveat etc.<\/li>\n
      • An integrated GIS based Cadastral management module.<\/li>\n
      • EDMS (Electronic Documents Management System) module.<\/li>\n
      • A robust and comprehensive integrated billing module.<\/li>\n
      • File-tracking and workflows module.<\/li>\n
      • Online services component.<\/li>\n
      • System administration module.<\/li>\n<\/ul>\n<\/li>\n
      • Data migration which included \u2013\n
          \n
        • Migration of digital information from the old legacy system into the new ANAMGIS.<\/li>\n
        • An intensive and systematic analog to digital data migration exercise that included scanning, barcoding, and indexing of physical files as digital data inside the system.<\/li>\n<\/ul>\n<\/li>\n
        • Installation and configuration of hardware and software including server, workstations, network facilities etc.<\/li>\n
        • Design and implement detailed training and change management programs in order to build capacity.<\/li>\n<\/ol>\n

          Currently the system is under maintenance and support which includes on-site presence of the consultant staff, which can attend to immediate client\u2019s needs and ensure business continuity.<\/p>\n

          Technology and architecture<\/h3>\n

          ANAMGIS is based on GeoERP technology – Sivan Design\u2019s unique technology for LIS. The project was executed using open-source tools including the database that stores Geo-Spatial and none Geo-Spatial data; the GIS technology, which is based on QGIS, GeoServer and OpenLayers; the EDMS; and the reports generation and dashboard technology.<\/p>\n
