The project is a direct continuation of the new 3D parcels registration law which was passed at the Israeli parliament some few months ago. 

As part of the project, Sivan Design will use 3D GIS technology and 3D cadastral plans (CAD) to design and develop the new 3D cadastral management system and assist the Survey Office of Israel (Ministry of Construction and Housing) to implement the system in its daily work.

The 10.4 version is a continuation to the CivilCAD 10 which was released a 3 years ago and which was the first fully .Net CivilCAD version. Existing clients can enjoy attractive upgrade plans.  

The new version includes improvements, new features and bug fixes.

The main improvements added since CivilCAD version 10.3 are:

• Export IFC and XML files of pipes and surfaces to work in BIM methodology.
• Working with large point files.
• Added an option to transfer license.
• Improved compatibility with AutoCAD and ZWCAD versions.

The client, which is the ministry of Agriculture of Ethiopia in collaboration with GIZ, wishes to develop a tested, maintained, improved and ready-to-use MASSREG tablet application for field level cadastral survey and adjudication data collection process.

Sivan Design will therefore develop the same with the following 3 main phases –

• Desk review and preparatory phase
• Field testing phase
• Development and implementation phase

The assignment includes the preparation and provision of a comprehensive user manual, training and training materials, and follow-up services for technical maintenance of user support.
